In the 2025 State Transparency Portal Ranking, Guanajuato holds first place nationwide

The Governor of the People, Libia Dennise Garcia Munoz Ledo, presented the “Transparent Concessions” platform, where citizens can find all the information on how concessioned highways in Guanajuato are planned, tended, built, and supervised.

This is an innovative and unique platform in the country, said the State Leader during the broadcast of the program Connecting with the People.

“I do want to recognize this platform, because nothing similar exists anywhere in Mexico. We are the first State to publish concessions with this level of transparency, because here in Guanajuato we want to work this way, with great honesty towards the people,” said Libia.

The list of concessions held in the state includes the Celaya Bypass, the Silao Bypass, the Guanajuato-Silao Highway, and the Silao-San Miguel de Allende Highway.

Each concession contains information on the technical specifications, project description, general information, timeline, environmental considerations, bidding process, and other details.

This is a dynamic platform that will be updated based on the progress of the concessions, with public versions of currently reserved documents. Regarding the other two concessions, the Celaya Bypass and the Silao Bypass, the Governor said that work is already underway to declassify documents.

The Governor was with Juan Pablo Perez Beltran, Secretary of Public Works of Guanajuato; Angeles Ducoing Valdepena, head of the Executive Branch’s Transparency Unit (UTAPE); and Miguel Romero Preciado, Director of the State Projects Unit of the SOP.

The head of UTAPE reported that the 2025 State Transparency Portal Ranking was published on October 7, and that Guanajuato holds first place in Mexico. This ranking evaluates legal provisions, open data, vertical collaboration, horizontal collaboration, and interfaces.

For this 2025 assessment, Guanajuato has:

  • 80.7 points
  • Standing out for obtaining the highest score in Vertical Collaboration (100 points)
  • Evaluations above 77 points in Open Data
  • 85 points in Interface

“We have decided to go further, assuming and promoting proactive transparency in the processes,” said Libia Dennise.
