“In nearly two years of the People’s Government, projects and initiatives have been launched that take much longer to get started elsewhere, and even longer to become a reality. And there’s a very clear reason for that: here, we don’t talk about intentions. Here, what is said, is done. Said and done,” said the Governor of the People, Libia Dennise Garcia Munoz Ledo.

The Governor of Guanajuato presented the Second Government Report to the people of Guanajuato, at the Velaria facilities in the city of Leon.

“Today is one of those days that my heart will never forget for many reasons. First, because we are in my home, in this Leon that I love so much and that this year celebrates its 450th anniversary,” emphasized Libia Dennise, who reiterated that “you have a Governor who is a true all-rounder. Today I have come to speak to you about facts… but also from the heart.”

In her Report of the State Address, the Governor emphasized that the water project for Guanajuato “is vital for our State, because without water, nothing is possible.” Last year, this Project was included in the Federal Mexican Government’s National Water Plan, generating hope for thousands of families and, above all, for a generation that will see water sustainability guaranteed by this crucial aqueduct project.

“Today, Guanajuato has a historic opportunity to move forward on this path, and to do so with great responsibility. That is why we have committed to dialogue,” the Governor emphasized, adding that more than 40 working groups have been held with social and religious leaders, communities, the district, and irrigation modules; and as many as necessary will be held so that everyone is heard and has their questions answered.

The Governor said that this project is moving forward because “we have built it together, reaching agreements that allow us to proudly say: in Guanajuato, water unites us.”

Libia Dennise said, “I give you my word that no one will have their water taken away, because water is for everyone. But I also want to be emphatic: I cannot ignore such an important issue for the future of Guanajuato.”

“In a few years, I will NOT be able to look back and think that I didn’t do what needed to be done, which is to look after you, but also your daughters and sons. So we will defend and work tirelessly for this project,” she said.

Libia emphasized that “My commitment is to do the right thing, and doing the right thing means ensuring water.”

In terms of security, we are on the right track.

The Governor emphasized that on the issue of security, “we are on the right track, and we are achieving significant results. The People’s Government has made decisions that have marked a turning point in the fight for peace. Today, the indicators by which we have always been evaluated demonstrate that we are on the right path.”

He added that “here we do not walk with fear, we walk with purpose, we move forward with greater unity, with a solid strategy and with the will to work for the peace we deserve”.

“From the very beginning, I committed to building a new beginning in security, and we have done so through the CONFIA strategy. This commitment to intelligence and close collaboration with the Attorney General’s Offices, the armed forces, the Federal Government, and the municipalities has allowed us to register the lowest number of intentional homicides in the last eight years in February, maintaining the steady downward trend that we began last year,” he stated.

Libia noted that the daily average of these cases has been reduced by more than half, demonstrating that with intelligence and coordination, Guanajuato can indeed move towards peace.

Libia Dennise said that thanks to the Anti-Extortion Squad and the 800 TE CUIDO hotline, millions of pesos have been prevented from falling into the hands of criminals. “We will not rest until we arrest those who steal the peace of mind of our business owners and the families who are starting businesses.”

The Governor expressed her pride and gratitude for the work of the State Public Security Forces, because from their position they act bravely for the safety of our people; therefore, they will continue to be the best-paid police force in Mexico, and we will continue to invest in the professionalization of our officers.

“We have strengthened the State Highway Police like never before. Today, our officers patrol more than 4,300 kilometers of state and federal highways with more personnel and better vehicles. We want every family and every trucker traveling on our roads to do so with the peace of mind that we are there to protect them,” he added.

Libia noted the existence of the Guanajuato en Paz platform, a space where all the work of the Operational Intelligence Group converges, with information from the State, the Prosecutor’s Offices, the Federal Security Secretariat, the Army, the National Guard, and the National Intelligence Center. This is an unprecedented exercise in the country, as it focuses on proactive transparency; “we want our results to always be under public scrutiny; to be able to be consulted and compared.”

He thanked each member of the Guanajuato Operational Intelligence Group, because they both, as individuals and as institutions, for their dedication in making these results possible. “My Generals, Prosecutors, Secretaries, and Department Heads have my utmost respect and gratitude for their service and commitment to Guanajuato. And we will continue moving forward with determination, intelligence, and coordination!”

The Governor emphasized that “peace is not a goal that is achieved overnight; peace is built every day. Here, no one is stronger than the State, than the union of its institutions and its levels of government. We are going to redouble our commitment and continue demonstrating, with results, that Guanajuato can indeed live in peace,” he said.
