“CANADEVI in Guanajuato has always been a key driver of the development of our State’s, not only for urban development and planning, but also for boosting the economy of various sectors, building housing for all socioeconomic levels,” said the Governor of the People, Libia Dennise García Muñoz Ledo.

The Governor of Guanajuato led the swearing-in of the 2025-2027 Delegation Directors Committee of the National Chamber of the Housing Development and Promotion Industry, CANADEVI Guanajuato, which, for the first time in its history, will be chaired in Guanajuato by a woman.

Carmen Eugenia Hernandez Duarte will lead the Guanajuato District Steering Committee from 2025 to 2027. The incoming President holds a degree in Financial Administration and is a Mahersa director and served on the previous Board of Directors.

Hernandez Duarte replaces Victor Manuel Franco Vargas and assumes the presidency amid challenges for the sector:

  • High land costs, limited supply, water shortages, mobility issues, and the need for orderly urban growth

The work plan of Hernandez is based on six strategic pillars:

  • Representation, Information, Regulations, Training and ongoing development, Unity and Future

“This new Council arrives with renewed spirit, a fresh and proactive attitude that will maintain the path CANADEVI has charted, and we will be closely supporting it,” the Governor emphasized, recognizing the new President as a capable individual who will face the challenges of the housing sector.

“I want to reiterate that we will remain united in facing the challenges of Guanajuato, because decent housing is a need for families and something to which we, in this People’s Government, are committed,” said Libia Dennise.

The State Governor highlighted that this week it was announced that Guanajuato is the State with the third lowest labor inequality in Mexico, according to the Gini index with 0.309, significantly below the national average of 0.371, according to the platform ‘Mexico, How Are We Doing?’, with data from the first quarter of 2025.

“This only commits us to continue moving forward. Although this is important, it’s also true that we still have much to do to continue building, and I’m sure that CANADEVI will continue to be an ally in generating development,” said Libia.

As part of the programs of the Government of the People, the Guanajuatense families have access to the My New Home program, which has a gender-sensitive approach and seeks to help female heads of household acquire new housing through a subsidy of up to 100,000 pesos.
