Guanajuato ranks first in the Open Government Index among the States of Mexico, according to the Open Government Metric (MGA) 2021.

Citizen’s view
The research was conducted by the Center for Economic Research and Teaching -CIDE- and the National Institute of Transparency, Access to Information and Protection of Personal Data -INAI-, to measure government openness and transparency in offices. of Mexico, from a citizen’s perspective.

The metrics:
The Open Government Index is made up of two general indexes, transparency and citizen participation, which, in turn, are constructed as the average of the sub-indexes of that dimension from both perspectives.
The dimensions are measured from components and variables that qualify the different aspects of government openness.

From the Open Government Index, the five Mexican States with the highest scores are:
- 0.65 Guanajuato
- 0.57 Federation
- 0.56 Aguascalientes
- 0.55 Mexico City and Baja California

In the Transparency Index, according to Access to Information from the citizen perspective:
- 0.73 Guanajuato
- 0.79 Sinaloa
- 0.73 San Luis Potosí and Aguascalientes
- 0.71 Jalisco

In the Citizen Participation Index:
- 0.62 Guanajuato
- 0.60 Morelos
- 0.57 Queretaro
- 0.56 Baja California and Nayarit

Evaluated:
- 1,365 public offices in the country of the levels:
- Federal Government
- State
- Municipal

The Open Government Metric (MGA) rates between 0 and 1 to indicate the degree of openness of government institutions that have the obligation to make their actions known to the public. A score of 1 is indicative of a fully open government and 0 is indicative of one with no openness.
The two regulated institutions with the best grades are:
- With 0.91 INEGI and the Secretary of Social and Human Development of Guanajuato
