Guanajuato has implemented its Special Civil Protection Program based on comprehensive risk management, prevention, and inter-institutional coordination across the three levels of government

More than 3,600 people are trained in 46 municipalities to prevent and respond to potential contingencies during the rainy season and tropical cyclones

Guanajuato/Gto News

With a strategy based on comprehensive risk management, inter-institutional coordination, and prevention involving more than 3,600 operational elements from all three levels of government, Guanajuato declares itself prepared to face the 2025 rainy season and tropical cyclone events.

During the May-July quarter, June is the month with the highest forecast for rainfall, with a slight increase compared to the historical national average. This is indicated by the Forecast for the 2025 Rainy Season and Tropical Cyclone Events and the Special Civil Protection Program, presented at the Second Regular Session of the State Civil Protection Council.

For this season, from 16 to 20 meteorological events, including cyclones, tropical storms, and hurricanes, are expected in the Pacific Ocean, and from 13 to 17 in the Atlantic.

Federal, state, and municipal authorities will maintain preparedness and response protocols in anticipation to the possibility of hydrometeorological phenomena intensifying in the second half of the year.

The total staff and gear ready for the rainy and tropical cyclone season amounts to 3,695 personnel, 790 vehicles/machinery, 614 first-response units, as well as four-wheelers, motorcycles, ambulances, water pumps, rescue units, boats, and one helicopter.

Through the State Coordination of Civil Protection, the Secretary of Security and Peace of the Government of the State of Guanajuato articulated a response plan that converges federal agencies, such as the Secretary of National Defense (DEFENSA), National Guard, National Water Commission (Conagua), Federal Electricity Commission (CFE), the National Coordination of Civil Protection and Petroleos Mexicanos (Pemex).

Participating for Guanajuato are the Secretary of Security and Peace, the Secretary of Health, the Secretary of Education, the Secretary of Social and Human Development, the Secretary of Government, the State Water Commission of Guanajuato (CEAG), the emergency services of the State Emergency System of Guanajuato (SUEG), the DIF systems, the Secretary of Economy, the Secretary of Public Works, the Secretary of Farming, and the Secretary of the Environment.

At the municipal level, the 46 Municipal Civil Protection Coordination Offices are ready. Additionally, the State Delegation of the Mexican Red Cross, the Guanajuato State Firefighters Association, volunteer groups, the University of Guanajuato, members of the Mexican Chamber of the Construction Industry (CMIC), and the Business Coordinating Council (CCE) of Leon are also ready.

During the Second Regular Session of the State Civil Protection Council, it was announced that there are 141 buildings distributed throughout Guanajuato’s 46 municipalities that can be used as temporary shelters to serve more than 25,000 people who may need assistance during the rainy and hurricane season.

Recommendations for the rainy season:

  • The general public is advised to clean roofs, gutters, and drains
  • Remove or secure flowerpots, sheeting, and water tanks that could fall
  • Locate temporary shelters set up by Civil Protection in advance
  • Prepare an emergency backpack that includes important documents in sealed plastic bags, a first aid kit, bottled water, non-perishable food, flashlights, a portable radio, portable chargers or batteries, and toilet paper
  • Do not litter or throw debris in streets, riverbeds, streams, drains, or canals
  • Avoid crossing rivers and streams due to the risk of flooding
  • In case of evacuation:
  • Assist the elderly and people with disabilities, and avoid taking shelter under trees

Through the State Civil Protection Coordination, the Secretary of Security and Peace of the Government of the State of Guanajuato urges the public to stay informed through official channels, follow Civil Protection recommendations at all times, and report any risky situation to the 911 emergency number, which provides medical and police assistance.
