Guanajuato presents ‘Open Security’ platform

It is an unprecedented exercise in open Government, strengthening trust and promoting citizen co-responsibility with a new transparency standard to strengthen the culture of peace

The platform offers public information on the use of technologies applied to security in the State

In order to consolidate a public security policy based on transparency, trust and co-responsibility, the Secretary of Security and Peace, by the instructions of Governor Libia Dennise Garcia Munoz Ledo, launched the digital platform Seguridad Abierta, a portal that makes strategic, operational and financial information available to citizens on the use of technologies for security in Guanajuato. 

This is an unprecedented exercise in Open Government in the State, reflecting the conviction that security must be built on clear information, open access to data, and active citizen participation. 

This tool represents a firm step toward a more open, reliable, and results-oriented security policy, which places accountability and access to information at the center as fundamental pillars for generating conditions for lasting peace.

The portal is made up of eight sections:

• Financial transparency: Details of contracts, amounts, dates, awards, and resources applied to the security technology system
• Audit: Information on audits conducted by State and Federal agencies
• Real-time video surveillance: Visual monitoring of cameras installed in strategic public spaces
• Emergency App: Link to download a citizen incident reporting tool
• Citizen connection buttons: Mechanisms for immediate attention in businesses and community areas
• Integrating Private Cameras: A Guide to Connecting Private Systems to the State Security Network
• Education section: Clear explanation of how the technologies used work
• C5i Certifications: National and international accreditations that support operational and transparency processes

This effort is part of a comprehensive approach to public security, which recognizes that institutional trust is essential to moving toward more peaceful, collaborative, and peaceful environments. Because peace is not built solely on operational presence, but also on legitimacy, legality, and closeness to the people. 

The application Open Security responds to the principles of People’s Government by guaranteeing access to relevant information, encouraging citizen participation, and strengthening the bond of society and government.

Its creation is also aligned with the values established in the Decalogue of Government of the People, placing human dignity, respect, accountability, teamwork, and active listening to all voices at the center.
