In the weekly program Connecting with the People, the Governor of Guanajuato, Libia Dennise Garcia Munoz Ledo, firmly reaffirmed that in her government “there is no room for assailants nor for stalkers.”

In her weekly program, the State Governor detailed the three initiatives she recently presented to the State Congress to prevent, punish, and eradicate violence against women, girls, boys, and adolescents.

“When a sexual crime is committed, victims bear the consequences for life; that’s why the offenders must also face permanent consequences. This Government will not allow our daughters and sons to be put at risk again,” the President emphasized.

Three initiatives to protect children and women

The Governor of the People presented three legislative initiatives that seek to mark a before and after in the protection of women, girls, boys, and adolescents.

The first

  • Proposes the creation of the Public Registry of Sexual Offenders, a system that will allow for the identification of those convicted of sexual offenses. It will be mandatory for education, social, and employment institutions to consult before hiring, and includes key changes: ensuring that these crimes do not have a statute of limitations, preventing re-victimization, and requiring the State to adopt preventive measures in schools and families.

The second

  • The proposal eliminates procedural benefits that encouraged recidivism, eliminates the requirement of physical violence as a condition for ex officio prosecution, and repeals Article 221-B, thereby closing legal loopholes and ensuring greater protection for victims in vulnerable situations.
  • It is a reform to the Penal Code regarding domestic violence, which toughens penalties: from 1 to 6 years to 2 to 9 years in prison, with fines of up to 90 days; and in aggravated cases, the sentence could range from 3 to 12 years.

The third

  • Proposes the addition of Article 57 bis to the Law on Administrative Responsibilities, classifying sexual harassment committed by public servants as a serious administrative offense. This will allow for severe sanctions, including dismissal from office, and harmonizes State legislation with international treaties to consolidate safe, inclusive, and violence-free work environments.

“There is no place for sexual violence in public service. Ethics, integrity, and respect for human rights must prevail here. In Guanajuato, there is zero tolerance for harassment,” said the Governor.
