The Migrant Secretary and International Affairs participated in the forum “Migration Governance, from the local”, coordinated by the International Organization for Migration, IOM in Mexico, to share successful practices that Guanajuato has developed by being a pioneer and innovator on the subject for several years.
All are involved
Juan Hernández, head of the SMEI, said that the state has a very deep-rooted history in this regard, since all Guanajuatenses have a family member, friend or acquaintance who has left their place of origin to improve their quality of life elsewhere.
“But also, we are an entity through which thousands of migrants from other countries transit seeking to reach the northern border”, said Juan Hernandez.
A complex phenomenon
“That is why we know very well the needs of migrants and that is the reason why we have worked hard to innovate. As we know, the phenomenon of migration is very complex and requires permanent support from specialized organizations in the field in order to have a positive impact on the lives of migrants and their families”, said Hernandez.
The Secretary said that if something has characterized the governments of Guanajuato, it is the openness to collaborate in everything that benefits the citizens.
Evaluation of performance
The Secretary for Migration and International Affairs said in this regard that, as part of these joint efforts, in 2021 Guanajuato joined the Migration Governance Indicators at the local level implemented by the IOM.
“The State government identified strengths and areas of opportunity, which have been prioritized in an Action Plan for our state to move forward and to be able to share our experience”, said the Secretary.
A commitment for migrants
“From day 1 of his administration, Governor Diego Sinhue Rodriguez Vallejo showed his commitment to migrants by creating the Secretary of Migrant and International Affairs. This support has been reflected in each project, program and policy that we promote from the Secretary”, said Hernandez.
Inspired by migrants
“The assignment he gave us was clear from the beginning and it is what we have fulfilled year after year: to be innovative, collaborative and capable of overcoming any obstacle, just as migrants do when they leave their homes with barely enough clothes in the backpack and with great hopes in their hearts”, said Juan Hernandez.

Hernández said that by sharing what the government of Guanajuato does best, there is an opportunity not only for others to adopt processes, but also for institutions to grow.
