“In Guanajuato, we are working to ensure that children have better living conditions. To this end, we are carrying out cross-cutting efforts led by the State Attorney General’s Office for the Protection of Children and Adolescents (PEPNNA), with support of the public,” said Governor of the People, Libia Dennise García Muñoz Ledo.

Libia Dennise led the broadcast of the program “Connecting with the People ,” in which María Teresa Palomino Ramos, State Attorney for the Protection of Children and Adolescents, participated; Jorge Armando Aguayo Aguilar, Deputy Attorney for Legal Representation of Children and Adolescents at PEPNNA; and Belem Mercado, Director of Casas Loyola.

Palomino Ramos explained that PEPNNA is responsible for the protection and restoration of the rights of children and adolescents in the state. Its goal is to ensure these age groups have access to a safe and family-friendly environment. It works with other institutions to ensure their well-being and rights. It also handles other issues, such as adoption, legal representation, and reporting.

Palomino noted that, as part of the efforts to strengthen the comprehensive development of children and adolescents, the 15th National Conference of Child and Adolescent Protection Attorneys was held recently in Guanajuato.

Over four days, 17 conferences, discussions, and three plenary meetings were held, addressing related topics. 1,194 people from Guanajuato and across the country actively participated.

In addition to the state attorneys general, assistant attorneys general, presidents and directors of state DIFs, as well as representatives of the National DIF, directors of State Social Assistance Centers, and members of the judiciary and legislative branches participated, said Teresa Palomino.

Jorge Armando Aguayo Aguilar explained that legal representation for children and adolescents is free, specialized, and child-centered. He acts ex officio. He replaces parents or guardians when there is a conflict of interest, absence, negligence, or legal impossibility to represent the minors.

In addition, it provides guidance and support to children and adolescents in family litigation (parental authority, custody, cohabitation): criminal, civil, labor, administrative, etc., to ensure that their rights are guaranteed and respected. It also promotes litigation for loss, restitution of parental authority, custody, support, cohabitation, among other matters, for children and adolescents in the care and protection of the State.

The Governor emphasized that directors of Guanajuato’s Social Assistance Centers, known as CASs, which are residential care facilities for children and adolescents, also participated in this National Conference.

Belem Mercado director of Casa Loyola said that they have two Loyola Social Assistance Centers, one for girls and one for boys. Both centers are authorized by PEPNNA (National Protection Agency for Children and Adolescents), with state and national registration to operate as Assistance Centers, ensuring that girls and boys are in a safe place.

The Governor recognized the work done by institutions like Casas Loyola and many civil society organizations.

The Attorney General commented that at the Conference, PEPNNA Guanajuato was recognized as a leader in the separation of these organizations from the DIF systems, and offered to share experiences that facilitate the independence process for faster and more effective care for minors deprived of parental care or whose rights are at risk.

Officials added that adoption is another of the initiatives the Attorney General’s Office is working on, so it is important for interested parties to take an awareness course called “An Approach to Adoption” as part of this process.
