Government, Businessmen and Civil Society reach agreement for citizens

The People’s Government, the Business Sector, and the Civil Society reach a historic agreement to consolidate a new model of shared social responsibility for the benefit of the most vulnerable

In an act of social co-responsibility and putting the most vulnerable population that benefits from Civil Society Organizations at the center, the Government of the State of Guanajuato, the State Business Coordinating Councils, and representatives of Civil Society Organizations (CSOs), announced the consolidation of a new collaboration model, sectorized in the Secretary of the New Beginning called “Touching Hearts” .

Thanks to this agreement, a new stage of participation, transparency, and high social impact begins, allowing Civil Society Organizations (CSOs) and Organized Groups to access funding for their projects, both in social development and in the prevention of violence and crime, through an open call to be published on August 6, 2025, using a platform that will facilitate the monitoring and application of resources, with a budget of 1,167 million pesos.

This new model is the result of constructive dialogue in Guanajuato, and its main components include:

• The formation of a Group of Specialists that will evaluate compliance with the requirements and the social impact of the projects
• This management and resource allocation plan will be supported by a Strategic Council that will include representatives from the government, business, and civil society organizations
• The implementation of a technological platform that allows for transparency in the process of submitting projects, allocating, and monitoring public resources allocated to each CSO or Organized Group
• The creation of four specialized subcommittees with citizen and business representation:
  • Subcommittee on Girls, Boys and Adolescents
  • Subcommittee on Infrastructure
  • Subcommittee on Social Prevention of Violence and Crime and
  • Subcommittee on Social Development
• The implementation of an inclusive territorial approach to ensure fair and balanced distribution across all regions of the State, recognizing their specific characteristics and needs

Strictly addressing the needs and priorities of our State, 1.167 billion pesos will be allocated to projects for social and human development and violence and crime prevention through the “Tocando Corazones” Program, and more than 1 billion pesos will be allocated to finance investment projects to strengthen public security.

Transparency will not only be a principle, but a priority at every stage of the model, from resource allocation to the evaluation of results. This will allow for clear accountability, build citizen trust, and ensure that every action is supported by verifiable, accessible, and auditable data.

To ensure its continued existence beyond the end of an administration, the Governor will submit a bill to the State Congress that clearly and permanently channels 0.3% of the payroll tax to the well-being of Guanajuato:

• 0.2% to investment projects for Social Development and the Prevention of Violence and Crime, through Touching Hearts, through projects led by Civil Society Organizations and
• 0.1% to investment projects to strengthen the State’s Public Security, directly operated by the Secretary of Security and Peace

As part of the commitment to co-responsible governance, the appeals filed against the decree terminating the previous Trust will be dismissed, allowing for the immediate implementation of the new model, reaffirming that it is never too late to build consensus for the common good.

The goal of this program is that support reaches those most in need as quickly as possible.
