COFOCE achieved unprecedented progress: more than 1,000 companies served, 80 new exporters and an export ecosystem that benefits more than 115,000 families

Guanajuato reached $30.72 billion in exports between January and September 2025, with an outstanding participation of the industrial sector and the strengthening of markets such as Canada and Japan.

The Coordinator for the Promotion of Foreign Trade (COFOCE) presented its General Results Report Closing 2025, which reflects a year of unprecedented progress for Guanajuato exports, the growth of MSMEs and the consolidation of Guanajuato as a national benchmark in innovation for global trade.

Luis Rojas, General Director of COFOCE, welcomed media and business representatives and presented the key indicators that shaped the performance of the State’s export ecosystem.

“2025 has been a year of great challenges, of great controversies worldwide, but also of great opportunities, and that is what I am going to talk about today; COFOCE has made outstanding progress in promoting exports but above all in strengthening the SMEs to which we owe ourselves. In the period from 2018 to 2024, for the first time, COFOCE managed to increase its export registry to more than 2,000 companies, that is, for the first time in that period, it increased by one thousand percent,” said Luis Rojas, Director of COFOCE.

Rojas also noted that 92% of the companies served by COFOCE are MSMEs, and that, -under Governor Libia Dennise Garcia Munoz Ledo’s vision- of promoting female talent, 28 of them are led by women.

Some of COFOCE’s key achievements by the end of 2025 are:

  • More than 1,000 companies served in 37 municipalities
  • 80 new exporting companies
  • +400 business opportunities generated for SMEs
  • +300 business appointments with international buyers, benefiting 160 SMEs
  • Opening of markets for pitahaya, agave and berries
  • The sale of 70,000 pairs of industrial footwear and 38,000 hats
  • 95 international buyers received and participation in more than 12 global events
  • 4,000 people trained and 645 MSMEs strengthened through training events
  • Expansion of programs such as Learn to Export, Export Days and Global Voice, with more than 1,000 people trained
  • Growth of cross-border e-commerce and digitization of more than 70 companies, with strategic alliances such as Mercado Libre and Novica
  • Social impact projects such as Lavanda and Nopalitos Valtierra, benefiting more than 300 families
  • Boosting female leadership with 731 women trained and 7 MSMEs certified as Women Owned with WeConnect

On the social and economic impact COFOCE noted the more than 115,000 Guanajuatense families benefited and the State’s leadership as the territory with the largest number of exporting MSMEs in Mexico.

The internationally recognized prosperity ecosystem model and the creation of the first cross-border digital trade area position Guanajuato as a unique benchmark outside of China in the successful implementation of this type of innovation.

“This is the only organization of its kind —we all know— that exists in the country, and that is why, because it is the only one, we have to gradually take it to another level. COFOCE has so much experience and information accumulated over these 33 years that we have to leverage COFOCE in a positive way, for the entire country, obviously for Guanajuato, and to bring more companies to the world,” said Rocio Castillo, president of the COFOCE Council.
