“The State prevention policy cannot be consolidated if municipalities lack the necessary skills, knowledge, and resources. Professionalization is not a luxury; it’s an urgent necessity, and this is where the executive and legislative branches can play a crucial role,” said Elia Barbara Lugo Delgado, Undersecretary of Prevention of the Secretary of Security and Peace.

Participating in the first plenary session of the Legislative Convention on Public Security and Social Prevention of Violence and Crime, Lugo said that “guaranteeing peace, justice, and citizen security requires the coordination of multiple wills, beyond colors, ideologies, or levels of government.”

The Government of the People, said Lugo, is committed to consolidating a peaceful and calm Guanajuato, so “it is important that we view it as a strategic platform that lays the foundation for coordinated and effective work between the Legislative and Executive branches to prevent and address violence, a task that cannot be sustained through isolated efforts, but rather through shared responsibility, cross-cutting action, and long-term commitment.”

The Legislative Convention on Public Security and Social Prevention of Violence and Crime, a mechanism for connecting the Legislative Branch, the Executive Branch, and the State’s 46 municipalities, was established in December 2024 to strengthen coordination and exchange ideas and actions to reinforce prevention and security strategies, to build a safer Guanajuato.
The Undersecretary of Prevention acknowledged that a major success that allows for progress is the strengthening of the legal framework for social prevention; however, “laws alone do not transform the 46 realities of the municipalities of Guanajuato; rather, political will, well-directed resources, and institutional capacity are required to implement what the law provides.”

Lugo recognized the role of the Legislative as a driving force for dialogue, oversight, adaptation, and strengthening of comprehensive public policies and called for the alliance between branches of Government to become a living instrument, one that listens, dialogues, evaluates, and acts with a sense of urgency in the face of the violence that threatens communities today.
