This site features a virtual assistant known as “Tita”, who makes useful information easily and simply available to people

Transparency generates trust, and the trust of the citizens is the most valuable thing that the People’s Government has, said Governor Libia Dennise Garcia Munoz Ledo, when presenting the Proactive Transparency Microsite, which contains 35 transparency exercises with all the information of the State administration.
“Beyond legal obligations, transparency has been a permanent commitment since the first day of our administration. For me, as Governor, transparency is exercised out of conviction, and I am committed to making it a permanent practice,” said Libia Dennise in the Connecting with the People Program.
Proactive Transparency has three basic characteristics:
- It promotes citizen participation, helps solve local problems
- Facilitates procedures and improves decision-making
- It allows agencies to identify and address needs that had not been detected before

Angeles Ducoing Valdepena, head of the Transparency Unit of the Executive Branch (UTAPE), and Alejandro Sierra Lugo, Legal Counsel of the State Government, were present on this broadcast of the program.
They explained that this microsite of the UTAPE Portal has the virtual assistance of Transparentita, better known as “Tita”, who will make available clear, interesting information in easy-to-understand language.
“It’s empathetic information, close to the people, that shows a modern, transparent government connected with people’s needs. Tita explains to them what proactive transparency is,” said Angeles Ducoing.
Given the legal modifications at the federal level, the disappearance of the INAI (National Institute of Transparency, Access to Information and Protection of Personal Data), and its consequent mandatory modification in the federal States, in Guanajuato, on March 5, the new Law of Transparency and Access to Public Information for the State was approved, explained Alejandro Sierra.
Governor Libia Dennise Garcia Munoz Ledo said that Guanajuato will not take a single step backward in terms of transparency, and, on the contrary, will continue with proactive transparency practices.
The Governor announced that two more transparency initiatives will be added:
- A microsite with the results from FITUR
- Another related to the works in the municipalities that will be carried out with the debt authorized by Congress
Unlike other federal States, our State is characterized by:
- Shorter response times to requests, in the entire Republic
- The only State that operates all of its departments, entities and support units
- In addition, Guanajuato obtained 1st place Nationally in the Ranking of Transparency Portals
The Governor invited Guanajuatenses to visit this microsite and UTAPE’s social media channels to consult information of a fully transparent government.
“Governments need to be transparent, where all the information about what they are doing is visible, just like in a reality show. We are seeing what the government is doing in real time, and that way we can question and compare the data. That is what we want in this government: to continue earning your trust through transparency and always speaking the truth,” said Libia Dennise Garcia Munoz Ledo.
