The Governor of Guanajuato delivered 162 new vehicles and signed Security Agreements with Governors of neighboring states as part of the CONFIA strategy

Guanajuato is experiencing a New Beginning in security matters, with measurable and sustained progress

In one year of operation, the CONFIA security strategy is growing and strengthening with the delivery of 162 new vehicles and the launch of the Safe Highways Plan, announced by the Governor of the People, Libia Dennise Garcia Munoz Ledo.

“Today, CONFIA is the conviction we carry in our hearts and the way we are working every day to have a peaceful Guanajuato. We are going to redouble our commitment and continue demonstrating, with results, that Guanajuato can indeed live in peace,” said the Governor.

With the new units, the State’s operational force grows by 27%, reaching 760 active patrols throughout the State. In the case of the State Highway Police, capacity increases by 825%, strengthening surveillance along the 4,308 kilometers of State and Federal highways.

The Safe Roads Plan includes:

  • Eight Coverage Stations and a substation at strategic points in the State
  • Basic roadside assistance cells
  • Increase in personnel
  • Patrols equipped with indoor and outdoor cameras
  • Real-time GPS
  • Telemetry and encrypted communication systems

Joint operations with the Secretary of National Defense and the National Guard have yielded results such as the seizure of more than one million liters of hydrocarbons, the recovery of more than 55 million pesos worth of merchandise and hydrocarbons, and the increase from 808 doses to more than 165,000 doses of seized drugs.

“Today we have taken the next step, to protect our network of highways, which are the State arteries through which the life, work, and effort of Guanajuato flow,” said Libia.

The Governor signed collaboration agreements with the governors of San Luis Potosi, Jalisco, and Michoacan, with intelligence sharing and joint operations to strengthen interstate security.

“When we put security above borders, we understand that the roads do not separate us, they unite us,” said the Governor.

The State Governor presented the results report of CONFIA, supported by the Operational Intelligence Group, and highlighted that the coordinated work approach, based on intelligence and territorial deployment, has allowed for the consolidation of a New Beginning in security matters.

Reported in Guanajuato:

  • 58% decrease in intentional homicides; between February and November 2025
  • This crime dropped from 12.7 to 5.30 per day
  • From the beginning of the administration (September 2024) until November 2025, the reduction is 43.6%

The coordination between the Secretary of Security and Peace, the State Attorney General’s Office, and the Federal Attorney General’s Office of the Republic has led to:

  • The arrest of 215 perpetrators of violence
  • More than 8,000 sentences against criminals
  • 1.314 billion pesos recovered for victims

“Today we made it clear that our commitment to security is non-negotiable. Guanajuato faces challenges, yes, but it has something even more powerful: the determination of its people and its government. Here, we will not walk in fear; we walk with purpose. We move forward with greater unity, with a more solid and accurate strategy, knowing that every effort counts,” the Governor said.

Present at this event were Juan Mauro Gonzalez Martinez, Secretary of Security and Peace; Jorge Daniel Jimenez Lona, Secretary of Government; Hector Tinajero Munoz, Magistrate of the Judicial Branch of the State of Guanajuato; and other Municipal, State and Federal as well as military Authorities.
