“Through the State Culture Program 2025-2030, culture will be brought closer to the people of the 46 municipalities of Guanajuato,” said the Governor of the People, Libia Dennise Garcia Munoz Ledo, in the broadcast of “Connecting with the People” where she noted the work that has been carried out for the integration of the State Culture Program 2025-2030.
“Connecting with the People” featured the participation of Lizeth Galvan Cortes, Secretary of Culture; Marcela Chagoya Casillas, Director of Planning, of the Secretary of Culture; as well as Irais Monserrat Reyes Toledo, Bachelor of Science in Intercultural Development and Management from ENES-UNAM Leon and Municipal Chronicler in Purisima del Rincon.
The Governor recalled that at the beginning of the People’s Government, the utmost importance was given to culture, which is why the decision was made to establish a State Institute instead of a Secretary. With this change, the work of the staff of this department was also recognized, as their work has now been given greater dignity.
“By elevating the issue of culture to the level of a Secretary, one of our first actions that had to be carried out was to develop a State Culture Program, which would be a collective effort, where diverse opinions of the people of the 46 municipalities of the State were heard”, said the Governor.
The Secretary of Culture explained that to achieve this Program, a whole planning was done, so there were more than 2,200 participants from all over Guanajuato.
The Governor added that they listened to:
- 1,615 citizens from the 46 municipalities
- There were 516 participants in 10 regional forums
- More than 80 responses from SCUL staff
- 35 participants in the state SCUL table
- A focus group and an inter-institutional table
In the end, Lizeth said, the document presented 5 Strategic Lines which are:
- Participation and cultural mediation
- Artistic education and professionalization
- Promotion of cultural creation and circulation
- Heritage, memory and cultural spaces
- Cultural employment and creative economy
The Governor highlighted that for the first time there is a State Fund for Culture and the Arts, which aims to promote production and support artists throughout the State. This year, there is a resource of 5.5 million pesos; these is economic support to strengthen culture and its various protagonists, including independent artists, generating equal opportunities.
The Secretary of Culture commented on the results registered this year with the Fund: 225 projects were received, 127 were rejected during the administrative phase, 98 passed to technical and artistic evaluation. A total of 39 projects were selected to be carried out in 23 municipalities of the State, between now and the first quarter of 2026.
This program has three cross-cutting themes:
- Equity, diversity, and inclusion
- Youth and childhood
- Cooperation and sustainability
These themes ensure that every action reaches more people, with cultural justice and a vision for the future, said Marcela Chagoya Casillas, Director of Planning at the Secretary of Culture.

During this broadcast, the Governor announced the launch of a series of citizen participation forums called “DIALOGUES FOR GUANAJUATO,” to listen to the concerns and proposals of the people on various topics. The first topic to be addressed is: “Animal Welfare.”
