Governor Libia Dennise presented the Comprehensive Care Program for Children and Adolescents, daughters and sons of missing women or victims of femicide

The 46 municipalities now have their own Comprehensive System for the Protection of the Rights of Girls, Boys, and Adolescents -SIPINNA-

In the program Connecting with People, the Governor of Guanajuato, Libia Dennise Garcia Munoz Ledo, spoke with Katya Soto Escamilla, Executive Secretary of the Comprehensive Protection System for the Rights of Girls, Boys, and Adolescents (SIPINNA) of the State of Guanajuato.

During the broadcast, it was explained that SIPINNA is a State agency that articulates, coordinates, and promotes public policies to guarantee the respect, protection, and restitution of the rights of children and adolescents (NNA) in Guanajuato.

In the Government of the People, SIPINNA works across all State and municipal government agencies, ensuring that public decisions consider a child-centered perspective.

“SIPINNA has done a tremendous amount of work, and today it is part of this new vision we have of moving forward together. It’s about understanding the government not as isolated entities, not as one agency here and another there, but truly as one that coordinates public policies,” said the Governor of Guanajuato.

Katya Soto explained that SIPINNA coordinates actions between institutions such as:

  • The State Attorney General’s Office, the System for Comprehensive Family Development (DIF), the State Attorney General’s Office for the Protection of Children and Adolescents (PEPNNA), the Secretary of Education, Youth, Health, and Human Rights, among many other
  • SIPINNAs are already working in all 46 municipalities in Guanajuato, allowing for closer, more responsive attention to local realities

The results include:

  • The installation of 100% of municipal SIPINNAS with a 2025–2030 Work Program, which provides ongoing monitoring of municipalities with a territorial and participatory approach
  • Specialized forums, such as the Adolescents and Their Rights in the Digital Age forum, which was held for 543 students, and the Mental Health and Addictions Forum, which attracted 350 participants
  • Training of more than 750 public servants, including municipal police officers and civil service personnel
  • The participatory consultation “Republic of Girls, Boys and Adolescents,” which incorporated its vision into state public policy

Governor Libia Dennise also presented the Comprehensive Care Program for Children and Adolescents, daughters and sons of missing women or victims of femicide, a pioneering initiative in the country that seeks to restore the rights of minors orphaned by violence.

With an initial budget of 5 million pesos, the Emergency Support Fund, promoted by SIPINNA and implemented in coordination with the State Commission for Comprehensive Victim Assistance, includes:

  • Economic and food support
  • Scholarships and medical care
  • Psychological care
  • Rights restoration plans
  • Special protection measures
  • Legal representation and legal support

In 2025 168 children and adolescents received support and assistance measures, and 176 minors received legal representation from PEPNNA. In addition, 87 comprehensive diagnoses and 29 rights restoration plans were issued, reflecting an effective multidisciplinary intervention.

Governor Libia Dennise emphasized that this work would not be possible without coordination between agencies and reaffirmed her commitment to children and adolescents.

“They are our most noble cause. They are not alone. In Guanajuato, we are working to restore rights, support families, and build a better future for our children,” said the Governor.

With this comprehensive and long-term vision, the People’s Government continues to build a State where every child and adolescent can grow up protected, heard, and with opportunities to fully develop.
