In the commemoration of International Women’s Day, the Governor of the People, Libia Dennise Garcia Munoz Ledo, announced that she has presented to the State Congress, an initiative to elevate the Institute of Guanajuato Women, to the category of the Secretary of Women.

“In this commemoration of International Women’s Day, I want to share with you that I have presented this initiative to the Congress of Guanajuato. On such an important day as today, we cannot omit any action, nor spare any effort to guarantee women all their rights, because as long as there are women who are victims of violence, we will NOT be a free society, nor a just society,” said the Governor, continuing with the Regional Report Tour, now from San Diego de la Union.

Libia added that this initiative is a fair basis for giving firm, responsible and committed responses to all women in Guanajuato. She said that, “Today we remember the brave women who preceded us, those who paved the way and fought for the rights we currently have.”

The Governor reaffirmed her commitment to all girls, adolescents and women in Guanajuato, to say NO to gender violence; to guarantee the protection and promotion of their human rights, especially the right to a life free of violence.

“My commitment is very firm: to guarantee your right to live in plenitude, with dignity and with the opportunities to achieve your dreams,” said Libia.

The Governor said that “I am filled with joy and excitement to be here, in this beautiful land in the north of our State. Today we come here to give a good account of ourselves with this First Government Report. Because it is thanks to your trust that we are here. And today we continue working with the people of the north, so I will make several very important announcements”.

The first, is that this year social infrastructure works will be carried out in all the municipalities of this northern region: San Diego de la Unión, Ocampo, San Felipe, Dolores Hidalgo and San Miguel de Allende.

In 2025, we will have an investment for 722 million pesos in the entire State, destined for social infrastructure. Of that grand total, more than 68 million pesos will be invested in this region. 

Libia pointed out that the budget will be applied as follows:

  • Basic Infrastructure, which includes drinking water, drainage and electrification works: with an investment of more than 17 million pesos
  • Community Infrastructure, which involves paving streets and rehabilitating public spaces: where we will allocate more than 30 million pesos
  • She said that the New Start in My Home Program, which is about improving homes, will receive more than 17 million pesos
  • And the My Color Neighborhood Program, which is about painting facades so that homes look better, will receive more than 2.8 million pesos

Libia said that “with all these actions we want you to live better and have a better quality of life.”

The Governor announced two very important works for all the people of this municipality of San Diego de la Unión and they are:

  • The paving of the Migrantes Boulevard, with an investment of more than 40 million pesos. “San Diego de la Unión is so beautiful, that is why they must have a decent entrance and the Migrantes Boulevard will change the face of the entrance to this municipality”
  • The construction of the Jose Maria Esquivel primary school number 2, with an investment of more than 24 million pesos. “These are very necessary works that you have asked us for a lot; and today we can make them a reality”

The Governor stressed that in these first months, the People’s Government has left the offices to serve all regions of Guanajuato, “fewer windows and more citizens.”  

“I promised you that I would be close to you, so I have come to keep my word. Our mission is to be here, where it is most needed,” said Libia Dennise, who noted that this First Government Report includes a global investment of more than 27 billion pesos, applied in more than 375 thousand works and actions.

The Governor, who stressed that this is the first State Administration in Guanajuato that has a gender-balanced cabinet, noted the most important actions that have been carried out in these first months of the Government of the People, such as the renewal of the areas of security and law enforcement; and the presentation of the new strategy of Operational Coordination of the New Anti-Crime Intelligence Force (CONFIA).

We are working in coordination with the three levels of government because we want to return peace and tranquility to the families of Guanajuato, said the Governor.

Libia Dennise also noted the creation of the ALIADAS Strategy, which includes 20 programs to benefit women. With support to boost their economy and start a business, scholarships for their education, a health pass with 10 free medical services, action for pensions, food support, legal support, among many others.

One of these flagship programs of ALIADAS is the Pink Card, which today is also a commitment fulfilled, and which expands the economic capacity of our women.

The Governor highlighted the creation of the Financing and Support Agency “Tu Puedes Guanajuato”, which serves working people, granting them loans so they can get their family businesses off the ground: beauty salons, grocery stores, or small craft workshops, or else.

In education, the Governor said, with “Open the door to your future” we knocked on the doors of more than 15 thousand homes to recover students who dropped out of school.

During this administration, the State Institute of Culture was elevated to the level of a Secretary, to give it greater visibility and priority, since culture is a tool for social growth and peace.

With the Mobile Health and Community Wellbeing Network, 387 groups were served, and they were given workshops in which they learned about nutrition, health, education and the care of family crops. “And I give my greatest recognition to the entire great DIF State family, headed by Juan Carlos Montesinos,” said Libia Dennise.

Libia said that during the new administration, that is, the last quarter of last year, investments of more than 2 billion dollars have been attracted, with more than 4 thousand jobs committed that mean well-being and progress for the families of Guanajuato.

The Governor emphasized that in Guanajuato we take care of the health of our people. That is why our Health System is the best system in Mexico, which places us as pioneers in addressing the right of all people to receive quality and close medical care.

She said that the Secretary for Human Rights was created to be the cross-cutting axis on which this administration makes clear our commitment to unrestricted respect for human dignity. In addition to serving people with disabilities, Indigenous People and Communities and Afro-Mexicans, migrants and their families, and for the first time, people of sexual and gender diversity.

Libia Dennise commented that water is a right and a priority. For this reason, a few days ago a historic agreement was signed with the President of Mexico, for more than 6.4 billion pesos, which will serve to improve irrigation in the fields and benefit more than 25 thousand producers in the region.

Libia Dennise said that the Guanajuato farmland is a pillar of the national and international economy and our State continues to consolidate itself as a tourism leader. In 2024, we achieved an economic impact of more than 51 billion pesos, breaking records and strengthening the sector.

“A few days ago we started the Caravans With My Governor program. I am personally serving the citizens, and the government has come closer to the people, providing 6,778 procedures and services in communities throughout Guanajuato,” said the Governor.

“I want to tell you that we will continue to reaffirm our commitment to Guanajuato, to you who gave your trust to a woman who is all-terrain and all-hearted for Guanajuato. Long live its people! Long live the North! We are one with the people!” finished the Governor in her First Government Report, which took place in the Main Plaza of San Diego de la Union.
