Today more than ever, citizens demand that their resources be applied where they generate the greatest benefit and that this be done in compliance with all established regulations”, said Governor of Guanajuato, Diego Sinhue Rodriguez Vallejo during the presentation of the structure of the audits called Beehive.
Audits will be done by the Superior Audit Office of the Federation -ASF- to the municipalities of Guanajuato regarding federal resources.
This model called “Colmena” constitutes an evolution in the control acts carried out by the ASF, which focuses on the review of the management of federal resources, with respect to a specific act, such as the acquisition of a good or the contracting of a service by the municipality, covering all the management of the execution of the resource itself.
Hive audits allow increasing the coverage of the control; reduce execution time compared to traditional auditing; take advantage of the use of electronic systems to obtain information from suppliers and contractors, such as the Control, Administration and Oversight System of Federalized Expenditure Resources -SiCAF-.
Once the control process by the Colmena Audit of the municipalities has been completed, the process goes on to lead the ASF to present the results in February 2024.
The inspection processes are:
- Fund for Contributions for the Municipal Social Infrastructure and for the Territorial Demarcations of the Federal District (FISMDF)
- Contribution Fund for Municipal Strengthening (FORTAMUN)
- Participations (Sector 28)
In this 2023 the Public Account 2022 will be reviewed to 720 municipalities and mayors of Mexico, and Guanajuato will participate with 22 municipalities.
Guanajuato resulted without a single observation of federalized spending during 2021 according to the Results Report of the Superior Audit of the Public Account of that year carried out by the ASF in 2022, and presented last February (2023), which places it as the only State, with Queretaro, without receiving a single observation.
“In Guanajuato we are very proud to have strong, healthy and transparent finances. Thanks to the fact that we have solid finances, we can have an efficient use of resources, a balanced debt and these are the efforts of the Ministry of Finance, but also of all the mayors”, said the Governor.
